They're the same, but the difference is the one who wants to tone up her body she's still building muscle, but getting a more sculpted and to lose fat and weight and a more defined body and i think training till failure and in a calorie deficit. But the other individual who wants to build muscle is lifting weight for high reps with heavy weight ( till failure) but in a calorie surplus and wants to gain weight in muscle.
I just want to be skinny I don't really care about "toning" or "building" my muscles or whatever, is that ok?
For me, toning is a shorthand term for building lean muscle.

There's no difference in the exercise, but there is a difference in toning and building muscle. This internet generation has misconstrued everything! Building is using heavier weights to push your muscles to tear and repair. While tone is using lighter weight and high reps to cause fatbto burn fat around your muscles and maintain muscle. Toning usually doesn't increase muscle, but keeps it from decreasing during calories burning process.
So, they are not the same exercises because there should be a weight difference and a rep difference between the two.
